Four Million People Lost Food Stamps. Full Enforcement of the New Rules Just Began.

More than 4 million people disappeared from food stamp rolls in just eight months - the steepest short-term fall in nearly three decades. Unemployment barely moved during the same period, undercutting the idea that millions simply stopped needing help. The work requirements responsible for most of those losses only reached full enforcement in June. The Center on Budget and Policy Priorities says it expects the numbers to keep falling.

The Rule Changes Behind the Drop

The decline followed the enactment of H.R. 1, the federal spending law signed July 4, 2025. It expanded work requirements, stretching the eligibility bracket from 18-49 to 18-64 and stripping coverage from many people with lawful immigration status. It also shifted significant new cost-sharing responsibilities onto states beginning in 2028 - an estimated $15 billion annual bill that many say they cannot cover without cutting further.

SNAP participation dropped in every state. In 42 states the decline exceeded 5 percent. In 21 states it exceeded 10 percent.

Where the Losses Hit Hardest

Arizona lost 51 percent of its beneficiaries - a rate CBPP attributed partly to pre-existing understaffing and administrative capacity problems that made the new rules harder to absorb. Louisiana lost 20 percent. Tennessee lost nearly 16 percent. Virginia dropped close to 15 percent. California Food Banks reported serving 6 million people per month as of mid-2026 - more than during the height of the COVID-19 pandemic, when the figure was 4.5 million.

Why Food Banks Are Seeing the Fallout

USDA program data and state records obtained through open records requests form the basis of the CBPP tracker, updated through March 2026. The national figure of 4 million reflects CBPP’s own adjustments to Georgia data due to anomalies in USDA’s direct reporting for that state. CBPP has published the methodology publicly.

The Next Round Has Already Started

Full enforcement of the expanded work requirements - covering adults 18 to 64 who were previously exempt - began June 1, 2026. CBPP says it expects participation declines to continue growing through the remainder of the year as state agencies process additional cases. The 2028 cost-sharing provision, which shifts a portion of SNAP expenses onto states, has not yet taken effect.
