Seven Million SAVE Borrowers Have 90 Days to Choose a New Plan - or Be Moved Into Higher Payments.

The SAVE plan is over, and roughly 7 million borrowers now have 90 days to choose what replaces it. Those who do nothing will not stay where they are. Their servicer can move them into a standard repayment plan that may produce a much higher monthly bill.

For borrowers pursuing Public Service Loan Forgiveness, the plan selected now determines whether payments continue counting toward the 120-payment requirement.

Standard repayment is based on the total amount owed and spread over a fixed term - typically resulting in higher monthly payments than income-driven options, particularly for borrowers with large balances or modest incomes. Once auto-enrolled, borrowers must actively apply to switch out.

Why Auto-Enrollment Can Raise the Bill

The Massachusetts Attorney General’s office published a consumer warning on June 30, 2026, documenting the 90-day timeline, the auto-enrollment consequence, and the PSLF implications. The warning noted that approximately 130,000 Massachusetts borrowers alone are affected. The Education Department’s fact sheet confirms the transition rules and the July 1, 2028, deadline by which PAYE and ICR plans will also end.

Parent PLUS borrowers face an additional restriction: loans taken out after July 1, 2026, are ineligible for the RAP plan entirely. Their only income-driven path requires consolidation before July 1, 2028.

The Choices Borrowers Still Have

Borrowers should log in to StudentAid.gov and review their current plan status before the 90-day window closes. The Education Department’s Loan Simulator allows comparison of estimated payments across plan options. For those targeting PSLF, the plan selection made now directly affects how quickly qualifying payments accumulate.
