Veterans Can Wait Weeks for Benefits After Leaving the Military. A New Order Targets the Records Gap

Veterans can lose weeks waiting for records to move from the military to the Department of Veterans Affairs after they leave active service. A new executive order gives the agencies 30 days to ensure key personnel and medical records are shared with the VA immediately at separation, while broader technology changes follow on longer deadlines.

The Records Handoff Can Delay More Than One Benefit

The VA says delayed access to military records can slow healthcare enrollment, disability compensation, GI Bill benefits and home-loan services. The agency estimates better record sharing could cut 20 to 30 days from average processing time for recently separated service members.

That estimate comes from the VA, not from an independent audit, but it gives the order a concrete target: eliminate a handoff problem before it becomes a month of waiting.

The First Deadline Is 30 Days

The executive order directs the Department of War and VA to ensure that current service members’ personnel files, health records and service treatment records are shared immediately when a person is discharged or released. That requirement is due within 30 days of the Sept. 8 order.

Other pieces move more slowly. The agencies have 180 days to establish updated information-technology systems and create new digital tools intended to streamline applications and access to earned benefits.

The Order Also Reaches Employment Programs

The directive calls for updates to transition and workforce programs so departing service members can be connected to jobs, training, apprenticeships and government representatives who can help with benefits.

That broadens the order beyond a records project. It ties the administrative handoff to the larger transition from active duty into healthcare, income support, education and civilian employment.

The Test Is Whether the Weeks Actually Disappear

The VA says it has already reduced average disability-claim processing time from 141.5 days to 76.1 days and expects record sharing to reduce delays further for newly separated veterans.

The next measurable question is whether the 30-day records requirement changes what veterans experience after leaving service - not simply whether agencies meet an internal technology deadline.
